FSAL and Windows

I'm in the planning stage of upgrading my Forms & Reports 11gR2 to 12c (12.2.1.4.0) and would like to use FSAL to launch my Forms application. Ideally I'd like a command file that will checki for any prerequisites to run FSAL i.e. java installed, FSAL.jar available (maybe download from server) and any other jar files necessary to run. My users are all running Windows 10.

Does anyone have an example of a Windows command file that could be distributed to users to run FSAL?
