FRM-92120 Registry.dat is missing

I've web deployed forms on 9i Application Server. Users are either using Windows XP and IE 6.0 or Windows NT 4.0 and IE 5.5.

A user using NT 4.0 and IE 5.5 has got the following error when they tried to access the url:
FRM-92120 Registry.dat is missing

Yet other users with the same platform and version of IE are able to access the webforms OK.

I've checked that the registry.dat file exists on the server - it does and in the correct location.

Does anybody know what might cause this error?
