FRM 50002 error: Server is shutting down

I currently have a customer running Oracle 10g R2 Database and Oracle 10g Forms and Reports R2.

We have a bespoke solution that caters for engineering companies.

When opening the reports queue from our software. I recieve an error:

FRM: 50002. The server is shutting down

I have checked the Enterprise Server GUI and all components are up/green.

Any help would be much appreciated
