frm-47100 cannot read image file

Hi
I have scanned a document as a jpg file.When saved the file has the extension test.jpg.jpg
When im trying to upload this file using oracle forms it gives me the error frm-47100 . but if i open the test.jpg.jpg and save it once again it comes as test.jpg and then im able to upload the file.
Is there anyway to upload the file without opening the jpg file and saving it.
