frm-41213 - unable to connect to the report server

Dear All

I can't run Oracle Report from Forms 12c because of mentioned error frm-41213 - unable to connect to the report server : my_server1

I already create service as the below

createReportsServerInstance(instanceName='my_server1',machine='AdminServerMachine')

kindly advise
