FRM-41213:Unable to connect to the report server

Hi

I am trying to run the report 11g through Forms 11g

when i run the report gives me error "FRM-41213:Unable to connect to the report server"

and " REP-51002: Bind to Reports Server rptsvr_ps-win-hrall_frminst1 failed."

rptsvr_ps-win-hrall_frminst1 - Report server name

Kindly suggest
