FRM-41211:Integration Error: SSL Failure running another product

I am having Windows XP Home Edition on my PC. We are having Oracle 9i and
Forms and Reports 6i With following details.

Forms [32 Bit] Version 6.0.8.22.1 (Production)
Oracle Toolkit Version 6.0.8.22.0 (Production)
PL/SQL Version 8.0.6.3.0 (Production)
Oracle Procedure Builder V6.0.8.19.0 Build #1246 - Production

When I open Report Builder it is very slow. When I execute certail forms it gives me error "FRM-41211:Integration Error: SSL Failure running another product"

Can you give me the soution ? Earlier When I was Having Win'98 IInd edition It was not giving me this error.
