FRM-40039-cannot attach library

Hello friends,
could you give any help for this error. I was trying to get text from a text file using webutil.I have done necessary steps to configure webutil.No problems at compile time.But at runtime this error occurs.

FRM-40039
cannot attach library c:\devsuite\forms\webutil
while opening form Module1
