FRM-40010 Cannot read form in Forms 12c

Hi,

I'm running Oracle WLS 12c and Forms 12c. The form was running fine while I ran node manager, weblogicAdmin forms and OHS from admin console or from startup scripts from domain home. While I start node manager and weblogic admin as windows service then I can't run the form. It is giving the above error. I also defined my settings in my env file as well as in registry. A helping hand needed.
