FRM-10221 , Cannot attach menu module

I have Oracle Forms 10.1.2 and I want make an enviroment for building forms
(I did not inatall Oracle Application Server for deployment , I have just OC4J for testing in for developing).
I must attach other modele types to my forms (menus , libraries , ...)
I set an emvironmental variable , FORMS_PATH , that contans directory paths where I have the modules .
But when I try to run my forms (that have an menu) , I received FRM-10221 Cannot read file MENU1 even I put in FORMS_PATH directory that contains module MENU1 (compiled ie .mmx file).
I must make another settings (maybe in formsweb.cfg)?
