FRM:10142 HTTP listener is not Running

I am using oracle forms 12.2.1.3.0.

I see the below error while running forms

FRM:10142 HTTP listener is not Running On AC_PC on Port 9001. Please start the Listener or check the run time preferences.

While I have started the following servers

1- Node Manager

2- Web Logic

3- form server

4- report server

5- OHS

Please guide to resolve the issue
