Fresh agent installation with port 3872 not open

A highly available 13c OMS installation with F5 as the load balancer.

2xOMS installations running on Oracle Linux 6.7

All is working properly.

Agent installation is successful, however port 3872 was not open.

Node and agent are marked as down after installation due to firewall configuration missing port 3872.

Now the kicker. Even after openning the port 3872 from BOTH OMS servers to the agent, OMS will continue to mark the agent and node as down.

The agent is never shown to be up from OMS.

The agent can pingOMS and can upload successfully

If i try to Decommision agent, the OMS comes back with "Agent not down. Please bring down the agent and retry"

The above is consistent behaviour for newly installed agents.

Selecting the host target on the OMS console display the below message:

"Target data is currently being uploaded to the repository. The target will be accessible once this process is complete"

Even after days this behaviour remains to no avail.

Has anyone seen this behaviour?

This is only on newly installed agents.
