Freeze the header and scroll only the data rows like in excel.

Hi All,

Recently i have created a Region of type Pl/Sql and also a view button.Once he clicks on view button we are display all 38 columns and the user will have to scroll horizontally to view the data. This looks good for them also. Is there any option like to freeze the header and scroll only the data rows like in excel.
