Free Buffer wait

Hi , recently in our production database , have ocurrs many events Free Buffer Wait , when its ocurrs all sessions stay freeze because the sid 127 (DBW) locks the sessions for 30 minutes , and the I/O in the disks are 2mb/s in that time , so i guess its not a I/O problem because the speed of the disks is much higher.

Parameters:

FAST_START_MTTR_TARGET = 300
8 REDO LOGS GROUPS = 2048MB EACH
LOG_BUFFERS = 100MB
BUFFER_CACHE = 2GB

The application has many operations by second .
