Free alternative to toad

Does anyone know of a free altrernative toll to Toad. I am looking for something that can assist with both SQL and PLSQL development and some DB admin such as browsing tablespaces etc......I am thinking that there may be something open source available somewhere.....something that run on Windows XP would be prefereable.
