Forte for Java

Having a problem attempting to install the forte community edition on my Dell Windows XP
laptop.
I have the runtime installed - 1.4.0, no problems with that.
When I attempt ide, the installshield comes up, messes around for a few seconds, then exits.
No errors, no messages, no log file, nothing. No clues whatsoever.
Tried the one troubleshooting tip, create a forte4j directory, move the executable to there, create a .sp
file with
fh=c:\forte4j
jh=c:\j2sdk1.4.0
pi=yes
No luck. Same results.
Any clues on what to try next?
