Forms,Reports 6i on XP

I have installed Forms and Reports 6i Release 2 on windows XP Pro. I have installed PATCH-2 (6I RELEASE-2).
Patchset:2798050.

Is that all what is required to have forms 6i development environment on Windows XP?

If Yes, then why am I taken back to forms version 6.0.11.3?

Does Patch13 Patchset:2799915 needs to be applied?

I would appreciate if someone could provide me with the right installation procedure for Forms and Reports 6i on Windows XP
