Forms & Reports 12c, Error during installation, missing em_fmc - 12.2.1.1.0

hi all,

I am trying to install Forms and Reports 12c on Win 8.1,

WebLogic Server: fmw_12.2.1.1.0_wls.jar

Forms and Reports: setup_fmw_12.2.1.1.0_fr_win64.exe

trying to follow instructions from here

WebLogic: Oracle's Talk: Installing Oracle Weblogic Server on Windows 7 64 Bit.

Oracle home (default): C:\Oracle\Middleware\Oracle_Home

WLS installed and when executing Forms & Reports installation file, it shows error as below:

Please help, what i made mistake, what is missing, what is this em_fmc
