Forms & Reports 11g licensing

Hi,

We are in the process of upgrading from 10g to 11g forms so have installed Weblogic server and the forms and reports services but no other components. What are the minimum licensing requirements for this configuration? According to the current price list Weblogic server standard edition is $200 per named user with Forms and Reports at $460.

Do we need both licenses or does the F/R license also cover the weblogic server?
