Forms/Reports 11g Builder without WebLogic

Hi there,
is there a possibility to install Forms/Reports 11G Developer/Builder without having to install Weblogic Server.
we only want to use the Builder ! No Runtime, no Debugging, etc.
With 10G we are not using the local OC4J, so why do we need to install a "complete" ApplicationServer just for creating FMBs and generating FMXs.
