See my postings about the new features in 10g (pre-starting and pooling) I would also ask if you can be more specific - what issue do you see are "not being considered". (worth starting on a new thread)
In an Internet environment where latency may be an issue, both the developer and the Oracle need to work to minimize round trips from Client to Server.
When an issue as glaring as the fact that each character typed in the text box of a combo box causing the entire field to be sent to the server does not cause someone concern then I make my point.
I have an open tar on this issue and have asked for 2 days for a bug to be filed. I want an on the record response to this issue, otherwise quit the game.
