Forms Builder error on new install?

I have a new installation of Forms & Reports 12.2.1.4 in deployment mode on Windows 2019 server when I try to run Forms Builder by double clicking frmbld.exe I get the following error:

FRM-91129:no value specified for required environment variable FORMS_BUILDER_CLASSPATH.

Everything is up and running ok anybody know how to fix this issue?
