Forms and Reports - Arabic Language

Dear All,

I am trying to Install Oracle Forms and Reports (11g) 64 Bit in Windows Server 2008. Now I need to Install Oracle Forms Middleware which Supports Arabic Language. For this there is no option in choosing language during the installation process. Whether I need to change any language settings in OS level.

Your valuable suggestions greatly appreciated.
