Forms and Reports 12c Performance Issues

Hey,

Has anyone else had Forms and Reports 12c performance issues?

We're seeing random slowness at various different points. The slowness occurs at one of these spots:

Accessing the initial OAM/SSO screen
After entering in the OAM/SSO credentials and before it attempts to run the Form or Report
Bringing up the Form, waiting while the java screen loads up initially

We have a Windows Server 2012r2 machine with 64gb of RAM and 500gb storage. From a hardware standpoint, everything looks good and is not being fully utilized.

How would we pinpoint and resolve these issues? The performance issues are bad enough where users will continually complain about slowness because it can take over 2 minutes to complete some of these actions. The problems aren't consistent. We've had WebEx sessions with Oracle Support, they've witnessed these issues and confirmed it's an issue but they can't seem to find the problem.
