Forms 12c - JNLP file and "cannot read .fmx error"

hi all,

installed Forms & Reports 12c with Web Logic Server, when running from ( from builder )

- it is asking to download .jnlp file instead running,

- when downloading it and running, it is showing error that "cannot read file C:\Oracle\Middleware\Oracle_Home\bin\MODULE1.fmx" i checked it is there but it can't read,

what mistake i made or missed to configure something?
