Forms 12c installation: Standalone vs Deployment on Windows 10 workstation

I have been attempting to get my Forms 12c (12.2.1.4.0) installation set up correctly on a 64-bit Windows 10 VM workstation.  It is not clear to me what the difference is between "Standalone" and "Deployment" versions of Forms.  I have followed closely the steps here:  Installing Using Oracle Universal Installer , and at Step 4 it reads:

"The Installation Type page appears. You can select Standalone Forms Builder if you want only that functionality, or choose Forms Deployment to install all of the products."

I want to be able to build a form, compile it, and then test it within the Win10 VM environment.   So my assumption is that to run WebLogic in order to run Web Forms within my workstation, I need to choose Forms Deployment.  Is my assumption correct?
