Forms 12c Datetime format mask DD-MON-YY HH24:MI:SS shows wrong hour

I have a field in my form that is data type Datetime. This form was converted to 12c forms. It worked OK in 11g.

In the database, if i use the same format mask, i get the correct result

but, in the form the item uses the same format mask -- DD-MON-YY HH24:MI:SS and I get the wrong hour . . . everything else is OK, only the hour is wrong . . . .

Has anyone else seen this? Or has any idea what might be going on??
