Forms 12 loads Java Applet/ Java very slow at startup

12c Forms login screen very slow (30 seconds+) in every few attempts at the client side. Sometimes, it hangs IE.

Did anyone face the same problem?

If it is networking related issue, what should we check? if it is a java related issue, what needs to be updated?

we have 11g forms environment running fine without any issues.

Forms Server/ Weblogic on Linux

Clients: WIndows 10/ 7
