Forms 10g doesn't find HTTP Listener

Hi,
I'm trying to run a simple form on scott.dept
I get Error FRM 10142 The HTTP listener process in not running on xpserver (port 8889) - Start the listener process or change your runtime preferences
I found a "preferences" option in the edit menu but all fields are empty in the runtime tab.
Help me!
