Forms 10g connection: ORA-12541 TNS:no listener

I installed on the same computer in this order:
1) Oracle Application Server infrastructure+ middle tier (10gr2);
2) Oracle Developer Suit (including Forms)(10gr1);
3) Oracle database(10gr2).
the DB listener is ON and all is ok (db1 service is seen in the listener. db1 is my database name)
My problem is that when i open Forms and I want to connect to the DB i get the message ORA-12541TNS:no listener. I can tnsping the db1 too ... Any ideas ?
