format xxxxxxxxxx into xxxx.xx.xxxx

Hi,

I have a requirement to show the value like this xxxx.xx.xxxx, but i am getting xxxxxxxxxx.

I can't use format in oracle reports too, it is giving me "Invalid format error". If there is any solution in BI publisher it will more helpful.
