format number comma as period and period as comma

Default Format Report In oracle report 61 :
. (period) Prints a period (.) to separate the integral and fractional parts of a number.
, (comma) Prints a comma (,) as the group/thousands separator.

My country using oposite way.
, (comma) Prints a comma (,) to separate the integral and fractional parts of a number.
. (period) Prints a period (.) as the group/thousands separator.

ex :
1,250,250.25 ->my country using format : 1.250.250,25
When I used format mask : 999.999.999,99 there was an error.
REP-1837:A format mask may contain at most one decimal point.

does anybody know how to solve this problem ?
