Format Mast for phone number item

hi , i am working on forms 6i , db 10g , win 8 ( bad combination i know ) .

i have an item which should hold phone numbers , phone numbers could consist of   11 digits or 7 digits or any number , it may begin with 0 or may not .

i want to place dashes " - " after 3 digits or 4 then another dash after two other digits an so on (the idea is to differentiate numbers ) , and of course i want the zero in the beginning

if the number begins with it , and do not want it if it does not begin with it .

what format mask should i use ?

and the column in the database data type , should it be " number " or " varchar2 because of using dashes " ?
