Format Finding Value

Hi Team


I have Table called table_sim in that column called MSIDN_NUMBER i have data like

0829812345-------------------->27829812345

09828900041878------------->279828900041878


11 Digit MSISDN format for 10 digit MSISDN length. These MSISDN's are identified by the 3rd digit of the MSISDN = 0 e.g. '0829812345' becomes '27829812345'.

15 Digit MSISDN format for 14 Digit MSISDN Length. These MSISDN's are identified by not having a zero (0) in the 3rd digit e.g. ‘09828900041878’ becomes ‘279828900041878’.
