Form show message box before Run Forms 12c

Dear Members,

 When I run the forms it shows the Message Box before a run when I press the cancel button it runs the form.

After this message when I try to run forms in debug mode it shows the below error message FRM-42431: Unable to initialize debugger.

Please help me to solve this problem. Because I need to use the debugger in forms.

I am using Weblogic 12.2.1.3 and Forms 12.2.1.3.
