Form & Report Builder from 10g release 2

Hi, i download and installed the Oracle Database 10g Release 2 (10.2.0.1.0)
Enterprise/Standard Edition for Microsoft Windows (32-bit). However, i can't see any form or report builder options. Are there any instructions how to install 10g r2 with form and report builder. Thank you.
