Form personalization questions

Hi,experts

Since I am doing some Form personalizations,say,I defined a action A in new-block-instance for 'BLK1'
Will the customizations take place of action B in original 'new-block-instance' for 'BLK1'?

actually what I want to know is how the personalizations 'injected' in the form...
I searched and found app_standard.event calling the app_form_customization package,but is it the only way that the personalizations being called?
