Form Personalization--PO form

Hi,

I would like to set the initial value of the email checkbox in the
Purchase Order->Approve form to 'N'. So I used the when new record instance in the form personalization, and set the initial value of PO_APPROVE.EMAIL_CHECK to 'N'. But for some reason, this isnt taking effect.

Please tell me what i am doing wrong.
