form authentication itself requires form authentication

I have a Protected URL - http://<servername>/customer/detail.asp which is protected by Form based authenticaiton.
I have mentioned the action as - /access/oblix/apps/webgate/bin/webgate.dll both in the Form as well as on the authentication scheme. The login page mentioned in my auth scheme is Unprotected. (I can directly access the login URL).

But when I am trying to access the protected URL, I am getting an error saying -

Oracle Access Manager Operation Error
The login form /olsServer/forgotPassword.asp defined for form authentication itself requires form authentication. It should be unprotected.

Contact your website administrator to remedy this problem.

(where /olsServer/forgotPassword.asp is the login page URL defined on the Auth scheme.
and the URL that I am getting on the browser is - "http://houols601v.dev.halliburton.com/access/oblix/apps/webgate/bin/webgate.dll?status%3D500%20errmsg%3DErrFormLoginLoop%20p1%3D%2FolsServer%2FforgotPassword.asp")

Has any one any clue why I am getting this error. Please help me out on this.
