For VxWorks, the environment can't be used under the dosFs filesystem?

My dosFs filesystem was created in pentium BSP.
I could operate the BDB under my dosFs filesystem without Environment.
But when I operae the BDB with the Environment,
I got the error message following:

unable to join the environment
Environment open failed : S_errno_EAGAIN
