Foot Note Printing issue in HTML and Excel Formats

Hello

I have a report which has a foot note, when pritning the report in excel and HTML formats the foot note is appearing only on the last page of the print out but not on all the pages and it is a security note. The requirement says, the footnote has to appear on each and ever printout. Is there anyway that this can be done? please advise.
