FNDCPASS fails when changing apps password

I'm trying to change the APPS password but, unlike other situations, my current password already has a special character (#).

All these have failed with APP-FND-02704: Unable to alter user APPS to change password.

FNDCPASS apps/'apps#123' 0 Y system/sysprod#123 SYSTEM APPLSYS appsprod123
