fnd_profile.value not workng with business event 'oracle.apps.po.rcv.rcvtxn

Hi,

I have subscribed a seeded business event 'oracle.apps.po.rcv.rcvtxn' and attached my custom code.
I have to use fnd_global.apps_initialize but when I am picking up the values from fnd_profile.value('USER_ID') etc... its not working.
Please suggest how can I use fnd_global.apps_initialize, from where can I pick the usei id , application id, resp id values?
Its urgent.
