FMW Installation questions...please help

Hi All.

I am ultimately trying to install Forms and Reports (12.2) for Oracle 12c on Windows 10.

I have a simple question:

1. If I install the Middleware Infrastructure do I need to install and configure WLS seperately, so that I can then install FRS, or is it just FMW then install FRS?

I hope this is the right forum to post this but the community isn't particularly intuative to navigate.
