Flow ID / Coorelation ID

A quick question - Flow ID (12c onwards) or Coorelation ID (on or before 11g), the squence jumps by 10000 or so everytime SOA server is restarted. I think its based on a sequence somewhere but where's the setting. Why it jumps by 10k whenver the SOA server is restarted? Thanks
