DevOps, CI/CD and Automation

I am looking to create a floating bar graph and have not found a way in Reports to do this yet (I can use any version of reports I need to). This graph looks like a stacked bar graph except the bars to not start at the axis.

For example, I would like to have 3 boxes stacked on top of one another where the first box starts at 3 and goes to 4 and the next starts ant 4 and goes to 4.5 and the next goes from 4.5 and goes to 6. There would be nothing visible from the axis (0) to 3.

Something like this (view in a fixed font like courier):

Any ideas how to accomplish this? As a followup, I need to overlay 2 data points as a dot or line or other on top of the floating bar chart.

This is functionality in Actuate that I am trying to recreate in Reports.
