Flicking Dialog box at 50% Brower zoom size and large wide screen 4:3 size

Hi all,

I'm using APEX 22.1, I have dialog box with 10 to 11 fields with default height width set (means no height width set) so i notice that some user who have wide large monitor that dialog box scroll bar flicking so much and i also notice that some on my regular laptop screen at 50% and 30% Brower zoom size, why its happening ?

any help here please?
