FlashRecoveryArea Full - Database Hung - Recovery?

Datatabase is hung with FlashRecovery Area full. A shutdown immediate was attempted but DB is hung. RMAN not able to log in. Getting following alert errors:

ORA-16038: log 3 sequence# 4927 cannot be archived
ORA-19809: limit exceeded for recovery files
ORA-00312: online log 3 thread 1: 'C:\ORACLE\PRODUCT\10.1.0\ORADATA\NJRRISKN\REDO03.LOG'
ORA-19804: cannot reclaim 9755648 bytes disk space from 3221225472 limit


How can I recover from this? I'm not able to get a SQL Plus session going. It suggests to "Add disk space and increase the db_recovery_file_dest_size
parameter to reflect the new space", how should I go about doing that? I'm on a windows system, have plenty of physical space.

Far from an expert on this, appreciate the help. Thanks
