Fixing Header of Page against scrolling

Hi,

I want to fix the header of my page in Apex 4.1 so that when the user scrolls the header remains fixed at the top and the rest of the page is scrollable.

I tried using position: fixed but I am not sure if I am using it correctly. My prefrence is to change at the template level rather than the theme level, but if it can be fixed only at the theme level do let me know how can this be achieved.
