Fixed: Install Freezes During Creating and Starting Services

I was one of the people who spent hours trying unsuccessfully to install XE. The installer would freeze during the installation step, "Creating and Starting Services for Oracle Database 10g Express Edition." IDriver.exe would consume the CPU and the only way I could stop it was to use the Task Manager.

After much experimentation, I finally managed to install XE successfully by giving my computer a static IP address, running the Windows Install Clean Up utility (http://support.microsoft.com/default.aspx?scid=kb;en-us;290301), and trying again.

I think it would be a good idea to have the installer check for and notify the user they need a static IP address if they don't have one. It would save a lot of time and headache.
